Strategy that determines which outcomes are sent for manual review.

Never: No documents are sent for manual review.
RejectedAndAccepted: Both rejected and accepted outcomes are reviewed.
RejectedOnly: Only rejected outcomes are reviewed.
AcceptedOnly: Only accepted outcomes are reviewed.
Unknown: Fallback value for unsupported or unmapped input.
